Robert (Bob) Barnes is currently the Bradford County, PA Director of Public Safety and Emergency Management Services. He has worked in this capacity since June 2011. He is currently working with North-Central Task Force in creation of multi-county Incident Management Team. Prior to that he served as the NY Fire Chief for 19 years for the City of Oneonta. Bob remains certified as a NYS Fire Instructor; an Adjunct Fire Academy Instructor; a member of NY State Emergency Management and Department of Homeland Security Instructor Cadre. Bob received the Paul Harris Fellow in 2005 through the Oneonta Rotary Club for his response in Mississippi for Hurricane Katrina. He served on the Salvation Army Advisory Board in Oneonta, NY. Bob’s wife Maggie works at Beagle Media (Mountain Home Magazine) as Associate Publisher.

Maggie was born on November 24th in the small community of Raubsville just outside of Easton, PA. She attended school in the Wilson Borough Area School District. Maggie was very active in the high school band playing trumpet and was also very active at home caring for the many dogs and cats that she had throughout her childhood with 4 sisters. Her father was an avid hunter and fisherman. Being the "tomboy " that she was, Maggie went with him many times to enjoy the great outdoors. After graduation from high school, Maggie attended Mansfield State College majoring in Special Education. Upon graduation she married her husband Doug and moved to Troy, PA. Maggie received her Masters of Science in Elementary Education/Reading 2 years later and began working in the Troy Area School District as a special education teacher and finished her career teaching Kindergarten and First Grade. Doug and Maggie have 2 children and 4 wonderful grandchildren. They are both retired from their careers only to spend many hours volunteering and participating in a variety of activities in their community. In her spare time, Maggie enjoys her grandchildren, gardening, hunting, fishing, knitting, quilting and working part time in a local quilt shop. Maggie and her husband enjoy traveling both in the United States and abroad. “I am very proud to be a member of the Animal Care Sanctuary board and hope to share my ideas and time in contributing to the betterment of this important organization.”

Sarah has been in the business of finding homes for people for 28 years, first in her own agency and then with Henry Dunn Inc., so perhaps being involved with ACS in their mission to find lifetime homes for animals was something that was bound to happen. As a child her family was always a haven for strays … animals showed up, they loved them. Later, as her career took off, awards began rolling in and work demanded more and more of Sarah’s time so she and her husband decided they weren't home enough to be pet owners. Then 8 years ago a gaunt, hungry, lonely flea-riddled kitten showed up. Refusing to go away, it made so much noise Sarah couldn't ignore it. One bowl of milk later, she was still determined NOT to take on a kitten. This kitten is how she first met the people at the Wellsboro SPCA. (You know where this is going.) Fast forward in time and now Miss Kitty is the joy of her life, Sarah can't wait to get home to see her. Miss Kitty has made Sarah and Henry realize how important it is to be able to plan ahead for the ongoing care of their pets should something happen to them as owners. Sarah is pleased with (Executive Director) Joan Smith-Reese's new program that addresses this need. “I'm honored to be a part of this Board. The more I learn, the more deeply I understand what Joan says. It really is all about the animals.”

Richard MacIntire
Richard “Mac” MacIntire

Richard “Mac” MacIntire is the retired C.E.O. of Martha Lloyd Community Services, a large private non-profit human services organization in northeast Pennsylvania serving persons with developmental disabilities from all over the U.S. Mac worked as a Corporate Director and C.E.O. there for 23 years, and led the organization comprised of five (5) corporations and 350 employees through a major expansion into another county, and several major capital campaigns to build new facilities. Prior to his tenure at Martha Lloyd Mac served as the Director of Mental Retardation Services for Carbon, Monroe and Pike Counties Mental Health and Retardation Services in the Poconos. Before that he owned and operated MacIntire Landscaping Services for eleven (11) years. Mac is a graduate of East Stroudsburg University with a Bachelor of Arts degree with a major in Psychology, and is a graduate of The University of Scranton with a Master of Science degree in Human Resource Administration. He served three years in the U.S. Army from 1963 to 1966 during the Viet Nam War. He was discharged with an Honorable Discharge. During his career in Human Services Mac developed and presented training concerning such topics as Communication and Leadership. He has been a guest lecturer and Mansfield University in Mansfield, PA, and at East Stroudsburg University in East Stroudsburg, PA. Mac has served as the President of the Troy Lions Club, and as a board member for that organization. He is currently the President of the Board of Directors of the Animal Care Sanctuary, and serves on the Board of Trustees of Guthrie Healthcare Services. He also serves on the Troy Guthrie Hospital and Acute Care Board of Directors. Mac and his wife, Betty live in Gillett, PA. They have three (3) daughters and four (4) grandsons. He is teaching his grandsons to play baseball, love music and fish.

David E. Burch

David E. Burch is a Retired Program Manager, Lockheed Martin and IBM (Owego, NY) with forty plus years of expertise in project management, marketing and problem solving. Strong experience with not-for-profits as he has previously served as Co-Chair of WSKG's Board of Trustees and currently serves as President of the American Football Association's nonprofit nationwide organization. Specialties: Root Cause Analysis, Proposal Development, Data Analysis, Program Management, Team Facilitation and Process Analysis Education: BS Math-Physics, Johnson C. Smith University.

Cindy Opeka holds the position of Executive Assistant for The Guthrie Clinic in Sayre, PA. She began her career at Guthrie in November 2006. During her tenure she has built many relationships with community members through her work with boards and committees. In the community she serves as Secretary to the Animal Care Sanctuary Board. She has two grown children and two cats. Cindy currently resides in Endicott, NY.

Jack currently operates, with his son Jason, a farm to table restaurant in Sayre, PA that is all natural and Gluten Free. The majority of their ingredients are sourced from local farms within a 15 mile radius. President and COO of #1 Gluten Free, a manufacturer of Gluten Free Flour and Mixes. They have a presence with the largest Gluten Free food manufacturers in the US, Canada and the Caribbean and are one of the first and largest companies in the market and acknowledged leader in product innovation. Currently building a new plant in Sayre, PA. Jack is a graduate of Carlson School of Business, at the University of Minnesota, with an Executive MBA in International Business. He is of 150 Certified Masters of Baking in North America and was one of the first so honored. Founding board member of the Bread Baker’s Guild of America and arranged the management and training of the US team’s successful competition in the Coup du Monde international competition in Paris France. Was recruited to salvage and rebuild a French yeast company which was struggling in the North American market and experiencing an annual loss of $2 million on sales of $600,000, to a $250 million company with net profits in excess of 10%. Wrote a comprehensive management training manual for In-Store Supermarket Bakeries for Cornell University to use as part of their remote learning program. 30+ years’ experience in international business principally in Western Europe, the Caribbean, Canada and Mexico. Conversant to fluent in Italian, Spanish, French, German and English. Have conducted business in each of these languages. Married for 41 years to the former Carol Lynn Fisher. They have two sons, James and Jason and three grandchildren.

Michele Licata was raised in Litchfield PA and graduated from Athens High School in 1982. After college she began processing payroll for her father’s company and in 1987 she jointed an accounting firm processing payroll and tax returns. In 1990 she started her own business accounting company and currently serves about 50 small and large companies in various capacities of business and finance management. She offers Quick Books setup and training, new business startup/setup, payroll processing and business accounting. In 1996 Michele and her husband started “Cougar Cars” on Elmira Street in Sayre where were for 6 years until the economic downturn after 911 forced us to close. She is a member of the Sayre Rotary Club, The Greater Valley Chamber of Commerce, Spalding Memorial Library Event Committee Chair, Pat President of the Athens Township Business Association and she works with several elderly people on a volunteer basis assisting them in completing various forms, bill pay and financial matters. Michele resides in Litchfield with her husband Joe. She has 2 grown children, Shannon who lives in Sayre and Joey, who lives in Philadelphia while completing his education, She has 2 pets, Happy, a yellow lab mix and Moose the cat.
